This stuff is hazardous before it's in your mouth, hazardous when it's removed, but safe while it's in there. It's considered toxic to the dentist handling it and any leftover material is toxic waste, but it causes no ill effects to the patient who has it placed 2 inches from their brain even though they admit it leaks. In other words... it's safe to put it in a person's head, but if you cut that head off, you can't put the head in a landfill because it would be hazardous to the environment. Makes perfect sense!
