The new code of conduct includes rules for freedom of expression, privacy, and more.

This has been seen as something greatly needed in countries where government routinely blocks access to Web sites, among other things.

If approved before the Beijing Olympics, it will allow journalists, athletes, etc to stay protected when online during the games.
