House passes landmark health-care bill

(ChattahBox) — In a victory for President Barack Obama and House Speaker Nancy Pelosi, the Democratic-controlled House of Representatives passed a landmark health care bill, ‘The Affordable Health Care for America Act, or H.R. 3962’, Saturday night with a tight vote of 220-215. Pelosi however had to make a last-minute concession that blocks abortion from the new government insurance plan in order to win over wavering Democrats. Still thirty-nine Democrats voted against the measure, and all but one Republican unanimously voted against it,  Rep. Anh “Joseph” Cao of Louisiana.

The legislation is intended to expand coverage to tens of millions who lack it and place tough new restrictions on the insurance industry. A triumphant Speaker Nancy Pelosi compared the legislation to the passage of Social Security in 1935 and Medicare 30 years later. The measure creates a new public insurance plan by 2013, to compete with private insurers costing slightly more than $1 trillion over a decade to provide health insurance to an additional 36 million Americans. In the interim, those denied insurance due to pre-existing conditions would have access to a government-subsidized high-risk pool. It requires most Americans to carry insurance, but gives the lowest earners tax credits to help them pay for it. The  measure would also impose new regulations on insurance companies, stripping the industry of its antitrust exemption and banning such practices as cancellation of policies when people get sick.  The Senate must now pass its own version of the health care legislation, but it is unclear when they will vote, as 60 Senate Democrats would be needed to block a filibuster.  Even if it passes, lawmakers in the House and Senate will have to reconcile their respective versions into one document and vote again.
